- Yes. It reduces pollution at ground level.
- No. It increases pollution in upper atmosphere.

Explanation:
Pollution at ground level is the most hazardous in the way of being injurious to human and animal life. So, argument I alone holds.

Yes, option A. Pollution at ground level is reduced so argument I is correct but argument 2 states negatively state that pollution in the upper atmosphere increases so ground level pollution is acceptable.
