I think option E should be correct. Even people living in the rural areas can be creative. It's just they don't get proper encouragement sometimes.

Argument 1 is weak because it is just saying that rural people are creative but that doesn't necessarily mean all the rural people are creative in that particular industry. It is just half explained argument.

First of all, yes, it is definitely helping local economic development. Second, it also helps attract tourism to visit rural areas, as the products rural people made are unique and handcraft, such as wooden chairs.

Rural are also very creative but their creativity lacks within that village. So we can encourage them by building cottage industries. Hence my response is both of them are strong arguments.

Here the word. ' creative' is vague. Creativity varies with different people's perspective. Let say if I'm a dull boy. It can happen that even a small idea would look an innovative one. Unparalleled it would not look so to one who is far superior to me.

Having skill and being creative are two totally different approaches. When it come to create new product or making change in product they are far behind from urban community because they have lack of basic knowledge and training.
