Statement: Should all the practising doctors be brought under Government control so that they get salary from the Government and treat patients free of cost?
Arguments:
- No. How can any country do such an undemocratic thing?
- Yes. Despite many problems, it will certainly help minimize, if not eradicate, unethical medical practices.
Answer: Option
Explanation:
A doctor treating a patient individually can mislead the patient into wrong and unnecessary treatment for his personal gain. So, argument II holds strong. Also, a policy beneficial to common people cannot be termed 'undemocratic'. So, I is vague.

This isn't a correct answer, because the question talks of helping poor patients being treated free of cost as a relief for them. And govt is concerned about the same if ever it takes this step.
But this being a restriction of individual liberty. Argument one is strong! as in essence this is what democracy means!
Second argument talks of en entirely different matter that could have been sorted out by other steps. Not as rigid and undemocratic as this. Because you can't compel all doctors to do what the govt wants.
If it would have been some doctors or some work done in the area of helping poor it would have made sense to me, but this being a very very rigid step!

It's good to know that it is less likely and even impossible for a doctor to be unethical in countries with government run healthcare.

Does a government doctor not engage in unethical practices?
