Explanation:

The problem here is whether PENS are within WRITING UTENSILS.
1) If ALL "pens" are within "writing utensils" then B.
2) If SOME "pens" are within "writing utensils" then D.
Based on the given facts (without external knowledge) it is not certain that ALL pens are writing utensils (maybe some pens are for drawing or whatever). So I would say the 2nd rule applies, therefore the correct statement is D.

Some writing utilities are pen. But which type of pen? They all can be blue. In case all writing utilities writes.

1- Some pens who don't write need not be a writing utensil. Hence statement 1 is incorrect.
2- Writing utensils can be of a color other than blue. No where is ti mentioned blue pens are utensils. Hence statement 2 is also incorrect.
3- Statement 3 is anyways incorrect as it says some blue pen can't write. Hence it is not possible as per the given fact.
Thus none of the statements is true and therefore option D is correct!
