Statement: The Government has decided not to provide financial support to voluntary organisations from next Five Year Plan and has communicated that all such organisations should raise funds to meet their financial needs.
Courses of Action:
- Voluntary organisations should collaborate with foreign agencies.
- They should explore other sources of financial support.
Answer: Option
Explanation:
The problem arising is shortage of funds. So, alternative sources of financial support need to be worked out first. Thus, only course II follows.

@all.
Option 1 restricts courses of action to foreign agencies exclusively (marked by the word "should") , hence it is not the immediate viable course of action. Before a collaboration can be made, sources of financial support need to be explored to begin with. Without exploring sources of support one cannot simply collaborate with foreign agencies.
How would you do that if you don't even know the name of a foreign agency? You need to explore first, see if the agencies you find have similar goals, shortlist and further filter out for-profit vs motive oriented and so and so forth. When there are so many steps involved before you can finally single out and collaborate with a foreign agency, option 1 gets negated. Hence the only immediate course of action to be followed is to explore other options, to begin with.

I think if government will not support voluntary agencies than they can use both option given in question, because they have there choice & foreign agencies can give more financial support.

Funds from foreign agencies should also be allowed. It would help the organization to grow faster and would also bring foreign money into our nation.

E. Both I and II follow should be the answer.
Collaborating with foreign agencies is also a way of finding other sources of financial support.

I agree that collaborating with foreign agencies is a way to get financial support, so the answer should be E.
