Explanation:

Option 1 restricts courses of action to foreign agencies exclusively (marked by the word "should") , hence it is not the immediate viable course of action. Before a collaboration can be made, sources of financial support need to be explored to begin with. Without exploring sources of support one cannot simply collaborate with foreign agencies.

How would you do that if you don't even know the name of a foreign agency? You need to explore first, see if the agencies you find have similar goals, shortlist and further filter out for-profit vs motive oriented and so and so forth. When there are so many steps involved before you can finally single out and collaborate with a foreign agency, option 1 gets negated. Hence the only immediate course of action to be followed is to explore other options, to begin with.

Collaborating with foreign agencies is also a way of finding other sources of financial support.
