Statement: Courts take too long in deciding important disputes of various departments.
Courses of Action:
- Courts should be ordered to speed up matters.
- Special powers should be granted to officers to settle disputes concerning their department.
Answer: Option
Explanation:
Clearly, either the work in the court needs to be speeded up or the system be reorganised so that more number of problems can be resolved at the lower levels itself, to provide speedy justice to the people. So, both the courses follow.

I think second option seems more practicable! first one isn't feasible in sense of the supremacy of judiciary as my friend erstwhile commented. Secondly the second one seems a better option of the two in case of importance of the dispute resolution to the company and the deleterious effect of it on the company's progress, which could be easily manipulated and sorted out by credible officers given the job.
So broad don't over assume saying the second course is also not on the right track. We can say second to same extent considering this point of view is duly corroborated by the website that's what I think friend.

People in lower levels could misuse their powers, therefore, although theoretically option "Special powers should be granted to officers to settle disputes concerning their department" should be applied, yet it's not very secured to be applied due to misuse.

Courts themselves order; they are not been ordered by other authority. Action I is not practical. Even officers are given special powers to settle disputes, citizens have basic rights to go to the court against decision. So Action II also not feasible.
