A supervisor is not enough until a group of better skilled labour are also not available.

A german engineer cannot command Indian labor until they learn the methods and for that we need and educated labor, which should be the first priority before making big construction plans.

I agree with steve. D should be the answer. Since the paper is needed for any development plans. And those in-charge should not do field work as it decreases the majority of the work, which is in paper.

I think "a" should be the correct answer because if the instruction are not passed by the existing gov. How can the field work take place?

If development plans are only on paper there is no fieldwork, hence this is wrong.
