I believe 1 does follow. This effluent that was discharged into the water was toxic enough for The Pollution Control Board to cut off drinking water.
Water is very essential to survival, and if they find out what industries discharged these effluents into the water it would make sense they would immediately shut them down.
Find the problem within the industry for the improper waste disposal into New Bombay's perhaps only source of drinking water.
That course of action is quite logical given the facts we are presented with in this problem.
