I also disagree with the answer. Here, both statements 1 and 2 are bi-directionally related. We can't say whether statement 1 and 2 are cause or effect because there is a possibility of both events may occur first.

I disagree. Assuming that these two events are related (I don't think you can, but), how do you know which event came first? There is nothing to suggest that the citizen's forum could not have been called and that the police broke up that protest, is there?

I agree with you @Naresh, as the act of hitting people with long sticks and shoving them away with riot shields is definitely a police atrocity.
