Rules and regulations are good for the people and society, but in India we have rules only there is no proper implementations, moreover no correct and strict punishments for bribers, if the government take strict action on corruption then only India is developed country, up to that extent India always developing country. In my opinion punishment only stops corruption.

I would like to say on the topic "Rule and regulation breed the corruption" that it have both faces. For example government had made rule that everyone should wear helmet while driving but what is the result if police caught you, who starts giving excuse and bribe you don't want to pay challan. That mean corruption started from even a small rule. There are many rules just for not to be captured in rule corruption starts.

I don't think that making a lot of rule will decrease the corruption. Rules and regulation should be as least as possible and close to human welfare and more important things is it proper implementation. So, good and few rules with proper implementation can reduce corruption.

Yes I do think that rules and regulations are very necessary but they are the one cause of corruption as if due to some rule a person is not able to get some thing then he/she tries to get it through paying some bribe.

For example if some one needs a gas cylinder and due to rules he is not able to then he would pay bribe and get it.

Thus I feel the solution can be to make ourselves aware that what we are doing is wrong even if we are in need of some thing we must try to get it legally else we should get some alternative of that thing. That would not be as good as that thing but at least we will have a good feeling of honesty in our heart.

Rules and regulation are necessities for effective run of government bodies.

As on another hand without analysing of people's view of seeing on rules and how much importance should given to the rules?

Leads to corruption due to forcefully applied by authority and releases them in favour of corrupt money.

Example is police forced citizen to wear helmet though it is not that much of preliminary according to citizen.

By violating law police asked fine to them and let them go with 50Rs instead of 100Rs without providing receipt.

In my point of view, there is no Rules and regulations Followed by Our Indian country properly. The higher persons who involved in construction of Rules and regulations they are the first person to break the rules. All the rules are broken by them but we are also involved to break rules and regulations indirectly and directly.

How means people we are living in the competitive world no one worry about his/her neighbor's health and wealth. Every one wants to show him/her power on to the society for such reason he/she do anything in their life. When people wants more and more money they establish themselves on the society via breaking the rules and regulations. But they don't care about poor people.

For that, some rare hard worker's are ignored from the Society. Even though those people are very skilled and knowledgeable, they are not co-operate for break the rules!Such a reason leads to them discarded from society!

Rules and regulation must be acceptable and logically applicable for everyone. If it is strict too much then it will be corrupted. For example when a family strict too much then it was heard that there son or daughter left home and gone with his or her lover. Without rules and regulation the country become a jungle. At first required to change myself and then change our surroundings because public makes a man leader of our country who generate to all of us.

Regulations create opportunity of circumventing them. For example- you can't bring gold into country. Well almost! This creates a scope for gold smuggling. This further leads to connivance between opportunity exploiters and law implementing agencies. Regulations are tools for biasing resources to monopoly. Regulations are tool for usurping public property. Regulations are scuffles for common men.

I am not agree with the title of topic. Rules and regulations are meant for human welfare. Sometimes we may think that how hard is it to follow the rules but it is the fact on that time we are only thinking about ourselves. To make a system working properly there is always a need of rules and regulation, otherwise it could not be worked properly.

For example if while standing on a red light we are thinking that it is a just wastage of time then we must think about the time we will have to spend in a traffic jam without traffic lights.

When rules get too strict, they break by themselves. So they must be set in such a way that they can be practically practiced.

Say in roads if there are no rules then what will happen. What if no queue system in counters.

Just to make rules is not enough. Proper vigilance is also required. Making rules and forgetting is of no use. Judicial and legal system should be strong enough to check that whether these rules are being followed or not and people who break these laws should be punishable with in proper time.
