From my point of view, fixed and flexible timing are both good.
The most important thing is that it depends on what kind of work you are doing.
For freshers, fixed timing is good because they do not have the experience to do work on time.
For experienced workers, both flexible and fixed timing are good because they know how to do work on time and how much time this and that work will take.

According to me, fixed timing should be more appropriate irrespective of the type of work to maintain a proper work-life balance, as in lining up with the current times, we see people often stressing about their work that's because sometimes they're made to do overtime, I agree on the fact that some works require more investment of time like new startups and new firms in the market but also in them, there should be fixed timings told to employees so that they do not stress about doing overtime.
