Your answer is wrong. Gypaum is added to increase the setting of cement not to decrease it. For under water construction the quantity of gypsum is increased to increase the setting rate of cement.

Setting means how quickly it becomes hardened, if gypsum not added then it hardened fast that is not useful in making building so it is added to increase setting time.

Gypsum is used to increase the setting time of cement. Rapid hardening cement has more gypsum that is why it is used in underwater construction. So in place of decrease it should be increase.

Because gypsum decrease the time of setting but in case of constructing bridges in across oceans we need to decrease the amount of adding gypsum in cement that will sets quickly.

While doing construction work of dam & in water bodies there is water segregated quickly. So we add less gypsum. Gypsum inversely proportional to setting time.

Gypsum is added to INCREASE SETTING TIME (i.e. To prolong setting time) which means, DECREASE the RATE OF SETTING.
