Hydrogen bonding is strongest bonding. In HF there is hydrogen bonding so shows more ionic character than anyone of the above.

Though ionic character decreases down the group, but it is for F, Cl, Br & I. Not for their compound with H. Thus, this can't be the reason. Instead, the difference in electronegativity of F, Cl, Br & I with H will be deciding factor as this will polarize as well as ionize the bond between them. So, order for ionic character must be HF > HCl > HBr > HI.

According to FAGANS rule, for a given cation ionic nature is inversely related to size of anion.
Since fluorine is smaller in size it's ionic nature is more.

Electronegativity series of halogens are in the manner; F>Cl>Br>I. Thus with Hydrogen the Fluorine will share the electron pair more & this is consecutively decreases down to Iodine, this makes the HF is more polar as well as ionic.

Because the electronegativity of F is more as compare to Br, Cl and I. Hence the difference between ionic character is more for HF.

Iodine, as compared to fluorine and bromine, has the larger atomic radius. Since it has the larger radius, a binding hydrogen atom will be easier to be removed. Thus, creating a more ionic character in a solution.

Every molecule have partial ionic and covalent character. As Fluorine and Hydrogen are elements of same group, so bonding overlap will be greater & will be least for iodine. So most ionic character will be for HI due mismatch in size & larger bond length. Electronegativity can not the consider as the leading factor here.

Due to its small size & more nucleus attraction power it can attract the bond pair of electrons towards its centre and become negatively charged particle.
