A buffer solution is a solution which a resistible change in ph upon adding a small amount of acid or base. The h2co3 is to maintain the ph value of the body.
Since the acidity content of the body is too high, the bicarbonate maintains ph by neutralizing it.

First up all I would like to say buffer solution is weak acid or base and their salts so here we have HCOOH and its salt HCOO.
