At extremely conditioned atmosphere it can be soluble. But most case insoluble.

In water diple-induced dipole interaction is present and in inert gases london forces are present. As we know "like dissolves likes ", so inert gases are insoluble in water.

Inert gases mean they are 18 group elements. They cannot react with each other and they are sparingly soluble.

Gases which can not react from other gases need as inert gases. Configuration is ns2, np6 makes it inert.
