More the no. of valence electrons then more the strength of bond will be. Thats why noble gases(with 8 valence e they are inert to react).

exactly 4 valance e - semi conductors
5,6,7 valance e - insulators
8 valance e - noble gases

Semiconductors are insulators. When we add impurities or increase the temperature, it will become conductor. Thats why it s semiconductor.
