Yes it is true that semiconductor have 4 electrons in outer most shell and conductor have less than 4 electron in the outer most shell and insulater have 8 electron in outer most shell.

Semi conductors are the devices whose conductivity lies in between the insulators and pure conductors. In general some elements from 3A (BORAN) , 4A (Si, Ge) , 5A (As, Sb) 6A (Te, Po) are the semiconductor metals having unfilled valency electrons.

When no of valence electron in an atom is less than 4 , the material is usually a metal and a conductor. ex:sodium, magnesium, alluminium which have 1, 2 , 3 valence electron respectively.

When no of valence electron in an atom is more than 4 , the material is usually a non metal and a insulator.Ex:nitrogen, sulphur, neon which have 5, 6 ,8 valence electron respectively.
