The output of rectifier contains some pulsating pulses which is smoothen or converted to pure dc form by a smoothing reactor which is nothing but regulator.

Regulator basically used for converting purpose for smoothing the wave we used filter because filter is using for the removing unwanted signal or for smoothing purpose.

A Circuit used after the filter is a regulator circuit which not only makes the dc voltage smooth and also ripple free and but it also keep the dc voltage output constant through input dc voltage vary under certain condition.

Firstly transformer step down the voltage, then through rectifier AC changes to DC. After this filter receives the output pf rectifier as input and in the last voltage regulator gives a smooth DC output.

Regulator is used to give a constant output in-spite of any change in input. Filters are used to bypass the ac component and give a pure DC.

After filter still some of the positive AC components are available which are removed by regulator. Therefore regulators only produce the smooth output.

Filter is used to reduce the harmonics only but regulators only produces the smooth output.

Filter does the working as a remover of spikes that has been genrerated as ouyput. So filter is the answer as I think so. And if not then please give related suggestion.
