As the capacitor is short the 3 ohm resistor will be parallel to short which will be short again. Hence the resistance of 5 should be considered.

Nope due to short in capacitor at t=0+ voltage drop across resistance of 3 ohm is zero so effective resistance is 5 ohm and answer is 4 A.

But for a DC voltage supply, the capacitor will act as an open circuit.
Then the current through the capacitor will be 0.

At t=0+ capacitor is s.c.
Since current flow from 5-ohm resistor and voltage given is 20 v.
So I = V/R.
I = 20/5 = 4.

The capacitor acts as open ckt at t=0+, since c is shorted at t=0 then current is 0.
