Here, that the transistor operates on the forward active region, hence BE should be forward biased and BC should be reversed biased.

"base is positive with respect to emitter" means that the base is more positive than the emitter which supports that voltage at junction BE is forward-biased.

"collector is positive with respect to base" means that the collector is more positive than the base which means that voltage at junction CB is forward-biased and is reversed-biased when measured at junction BC.
