The use of transistor decides biasing. If we want to use it as an amplifier than the EB junction should be forward bias and CB junction should be reverse biased. And to use it as open switch or closed switch, biasing should be different. So question should be more specific that to use transistor as amplifier, biasing should be ?

The main purpose of a transistor is for amplification and in that operation the biasing should be E-B forward and C-B reverse.
Letter A is saturation mode. And Letter B is Cut-off mode (in cutoff, only E-B should matter and should be reverse).

In question, that is not mentioned transistor application as on switch off switch, amplifier, attenuator. Then why answer c?

This is the region we call as active ie: CB region is reverse and CE region is forward it is used to give amplification.
