Please note that, it is given (cannot transmit at what rate) So answer 1200 is right because at 6000 and below 6000 transmissions is possible but not above 60000.

I did not get this question? One HZ can carry 2 bits of information so I think 3kHz should carry 6 kHz, if not so then please clarify.

log2 to base 2 = 1.
So 2*3000*1 = 6000 answer.
