But D can be 1 in NGT. How you determined whether it should be option D only.

PGT is Positive Going Transition
And NGT is negative Going Transition.
Earlier DFF is in clear state (output is 0)
So if D = 1 then in next stage output will be 1
And hence the stage will be changed.
