I think 7. This is no series count value of (1 2 4 8 16 32 64) -2^7=64.

6 is correct because 2^n=64, No.of flip flops = n.

The no of flip-flops required is 7 because,
2^n=128,
=>2^n=2^7,
=>n=7,
Hence we require 7 flipflops.
