In S-R latch (NOR gate) when both the input is high, the o/p is equal so it is an invalid condition but in the NOT gate if both the i/p is low then o/p is equal so it is an invalid condition.

Consider the active. High means NOR latch.

The invalid state must be both inputs are High.
