Does the cross-coupled NOR flip-flop have active-HIGH or active-LOW set and reset inputs?

Cross-coupled NOR gates means output of one NOR gate is given as one of the input of the 2nd NOR gate and vise versa.
Means here SR flip flop. They have active high SET-RESET.
