The question was asked only for 1999, so the answer is 104.

It's not correct. How are you telling it's correct you are telling 1999 only then why are you taking all years?

Instead of "in the year" it should be "till the year"... I think. Then the question will be accurate.

All the previous year data must be taken into account for the calculation of the number of the employees present in 1999 because the amount 120 (224 - 120 = 120) is only the effective increase of employees in that year. The question asked for the employees present in 1999, not for an effective increase in employees in 1999.

The sentence formation is wrong it seems like have asked only of 1999.
