Here we are finding the percentage of 1998 in terms of 2002. So in such situations denominator term should be the value which comes after "PERCENTAGE OF THE". In the question it is Given that "what PERCENTAGE OF THE total expenditure in 2002?". SO the values of 2002 should be in denominator place.
i.e.,
Total expenditure in 1998/Total expenditure in 2002.
In order to calculate the % multiply it with 100.
Total expenditure in 1998 *100/Total expenditure in 2002.
i.e.,
Total expenditure in 1998/Total expenditure in 2002.
In order to calculate the % multiply it with 100.

COMPANY gives salary to its employees.
In real life COMPANY doesn't take a salary, it only takes a profit.
People ask employees "How much salary does the company give?"
People ask "How much is the Companies turnover?"
Have you ever heard people asking "How much salary does the company earn?"
So, thinking "Salary is one of the expenditures of a company" makes sense right?

Guys, I found in most of the comments that why salary is been added expenditure right? Let me help you out as in question all the statistics given are in company's point of view. So, for a company to give (reduces the amount to the company) salaries to its employees becomes expenditure and for employee it is a gain (adds the money) for the work he/she done.

According to problem you need to compare expenditure of 1998 and 2002.
=>Expenditure consists of Salary+fuel and transport+bonus+interest on loan+transport.
1998 expenditure= 288+98+3.00+23.4+83.
2002 expenditure= 420+142+3.96+49.4+98.
1998 expenditure= 495.4.
2002 expenditure= 713.36.
So, 495.4/713.36*100.
=69%.
=>Expenditure consists of Salary+fuel and transport+bonus+interest on loan+transport.

I got the answer in easy way,
It is
(495.4/713.36)*100 = 49540/713.36
Now simply go by option they are 62 66 69 71
Multiply 713.36 by each option which ever closer to numerator 49540 that will be answer.
In this case
713.36*69=49221.84 which is closer to 49540 so 69 is the answer.
It is
(495.4/713.36)*100 = 49540/713.36
Now simply go by option they are 62 66 69 71

= (98+3+23.4+83)÷5 = 207.4.
The total expenditure in 2002 is;
= ( 142+3.96+49.4+98)÷5= 293.36.
So % of 1998 to 2002 is given as;
=(207.4÷293.36) * 100,
= 70.69%.
So it's approximately 71%.
Therefore, option D is right.
= (98+3+23.4+83)÷5 = 207.4.
The total expenditure in 2002 is;
= ( 142+3.96+49.4+98)÷5= 293.36.
So % of 1998 to 2002 is given as;
=(207.4÷293.36) * 100,
= 70.69%.
So it's approximately 71%.
Therefore, option D is right.

It is very simple:.
The formula for percentage = Total expenditure/Total expenditure *100.
Here comes the answer to the above question is
Total expenditure in 1998/ Total expenditure in 2002 * 100.
495.40/713.36 = 0.6958618369*100= 69.58 take it as 69%.

I did not get this question in this question total Expenditure so the bonus is a part of the salary. An if we directly calculate the by taking the salary portion of both the year then also you would get the same answer 69%.

Better to by approximation method such as we have,
495.4/713.36*100=495400/713360*100=49540/71336*100.
49540 app = 50000.
71336 app = 70000.
Hence 50000/70000*100 = 5/7*100 = 70% approx answer near to 69%.
495.4/713.36*100=495400/713360*100=49540/71336*100.
49540 app = 50000.
71336 app = 70000.
Hence 50000/70000*100 = 5/7*100 = 70% approx answer near to 69%.
