(Hockey-golf)/golf.
Simply;
When we are finding the difference we should minus the lowest value with the highest value and the answer we got should be divided by the lowest value. This trick works for graphs and piecharts. For pie charts and graphs you will not get the wrong answers using this method.
So,
63 - 36 = 27.
27/36 x 100 = 75%.

Required percentage = maximum value upon minimum value into 100 (because we have to find that hockey is how much more than golf means increased value].
Maximum value= 3x/10.
Minimum value=x/10.
Maximum/ minimum.
= [3x/10]/ (x/10) *100=75%.

The question must be understood as: the ratio between (the difference of spending) and (spending on golf).
Thus difference of spending = 63-36°.
-> ratio = (63-36)/36 = 0.75.
Thus difference of spending = 63-36°.
-> ratio = (63-36)/36 = 0.75.

SIMPLE SOLUTION
(HOCKEY-GOLF)/HOCKEY x 100= req %
(63-36)/36 x 100=75%
(HOCKEY-GOLF)/HOCKEY x 100= req %
(63-36)/36 x 100=75%

1 = 100/1/10.
3x/40 = 100/1/10*3x/40.
= 75.
