The World Bank Group partnered with the International Monetary Fund (IMF) and the Bank of Thailand to launch the Bangkok Blueprint on October 15, 2026, to combat cyber-enabled fraud in digital financial services. The framework was introduced during the 2026 IMF–World Bank Group Annual Meetings in Bangkok, Thailand. It provides 12 key considerations organised into five strategic pillars to help countries identify vulnerabilities and develop coordinated responses to cybercrime. These pillars cover legal foundations, fraud mitigation, risk management and enforcement, domestic and international cooperation, and consumer protection. The initiative aims to strengthen digital financial systems against fraud involving social media, e-commerce, and telecommunications.
