The Correct option is two-thirds full.

==> if D<4 then half full,
==> if 0.4<D<0.9 then two-third full,
==> if D> 0.9 then three-fourth full.

It's two-third full.

up to 0.4m - half full.

0.4 to 0.9 - two third.

Greater than 0.9m - three-fourth full.

If dia < 0.4m then 1/2 full.
0.4m < dia <0.9m then 2/3 full.
dia > 0.9m then 3/4 full.
