How can we take fy is 240mpa?

Here, They don't mention thickness. Anyone explain this.

.4fy average shear stress and .44fy for shear stress (.4x250=100N/mm^2).
100x9.81=981kg/mm^2.

If the thickness of member is less than 20 mm then Fy is 250 Mpa.

For 20-40 mm, Fy is taken as 240 Mpa.
For t > 40mm, fy is 230 Mpa.
