Yes, for surcharge it's only 0.65H to 0.75H.

It was mentioned in the DRC Structures N.Krishna Raju book that is when the retaining wall was loaded with surcharge B=0.7H.

Up to 6m, it is 0.4xH.
More than 6m it is 0.4 x H + 0.3.
More than 6m it is 0.4 x H + 0.3.
