The minimum percentage of reinforcement is 0.15% of the gross area if a mild steel bar is used and 0.12% of the gross area if the HYSD bar is used.

For plane reinforcement: 0.15%.
For deformed bars: 0.12%.

For;

Fe250 = 0.15% of bD.
Fe 415 = 0.12% of bD.

As per IS 456:2000.
26.5.2.1 - Minimum Reinforcement.

The mild steel reinforcement in either direction in slabs shall not be less than 0.15% of the total cross-sectional area.

However, this value can be reduced to 0.12% when high strength Deformed Bar or welded wire fabric is used.

A) 0.15 percent where plain bars are used, and,

B) 0.12 percent where high yield strength (hot rolled and cold twisted) deformed bars or welded wire fabric are used.
