The answer here is 20 cm because the depth required at the outlet is asked which is 16/(1-0.2) = 20 cm.
Mistake:
Depth of water at the inlet=20/0.8 = 25 cm.
We might mark an answer as 25 cm but as it is asked at the canal outlet, so 25 cm is not the answer.

con efi = 100 - 20 = 0.8,
Overall E = 0.8 * 0.8 = 0.64,
D at outlet = 16/0.64 = 25cm.
