I think the most economical section is when descharege is increase and hydraulic radius is increase but wetted peremeter is decrese because hydraulic radius=area /wetted permeter to increase radius we must increase diameter so A, B are corect Q=1/N R^2/3S^1/2.

Conditions of maximum Discharge in most economical channel section is;
1) The Depth of flow = 0.95 Times of the diameter of the channel section.
2) The hydraulic mean Depth = 0.286 Times of the diameter of the channel.

For circular channel, maximum Discharge = 0.95D.
Maximum Velocity= 0.81D.
Maximum Velocity= 0.81D.
