On wet surfaces, the car slips when it's just about to move and skids as well when sudden brakes are applied and also may overturn after skidding at a higher speed if the tyre is suddenly encountered by a dry surface or a stone.

So, The correct answer should be D.

Skidding happens on dry surfaces when brakes are applied while slipping occurs on wet surfaces.

Why doesn't it skid? longitudinal friction also affects it.

Slip is correct because Skid is controlled by the automobile. Not by friction.

In my point of my view, Skid is generally produced when centrifugal force creates. That's why B is the correct answer.

As the wheel is in moving conditions their is a lack of frictional forces along the wheel and the surface.

As per my knowledge both skid and slip occurs.
