On wet surfaces, the car slips when it's just about to move and skids as well when sudden brakes are applied and also may overturn after skidding at a higher speed if the tyre is suddenly encountered by a dry surface or a stone.

In my point of my view, Skid is generally produced when centrifugal force creates. That's why B is the correct answer.

If your vehicle is in motion then there is less possibility of slip. As for slip Tyre should revolve more than axial distance and it will happen when you accelerate. So, I think the answer should be Skid.
