I have not learn this formula in my college. IRC grade compensation is provided only if ruling gradient is more than 3.5%.

According to IRC grade compensation is provide if the gradient is steeper than 4% or radius of curvature is less than 305m. Since in the problem radius of curvature is given 300 (<305) we can calculate. The answer is 2.75.

Gradient of a highway is <4%, so the answer is 3% only, no need to compensate.
