I think the answer is A. Degree of consolidation is depend on pore pressure not consolidation.

Option C is correct because it is the pore pressure which forces the soil particles in the upward direction this mean that settlement or consolidation is dependent upon pressure once the pore pressure that is you becomes zero consolidation or settlement of the clayey soil occurs. As you know expulsion of water from the soil leads to consolidation.

Compaction is the function of effective stress but consolidation is the function of pore water pressure.
