Maximum water-cement ratio as per IS10262 : 2009 is 0.55 And minimum water cement ratio is 0.38. It cannot be 35 kg. W/C ratio depends on the exposure condition of concrete but minimum water cement ratio is 0.38 for full hydration of concrete.

W/c ratio should be 0.42.
So 0.42 * 50kg = 21 kg.
So 0.42 * 50kg = 21 kg.

As per knowledge,
50 * 1440/1000 = 33.722 (Since 33.722 = 35 l).
50 * 1440/1000 = 33.722 (Since 33.722 = 35 l).
