Normally 38% of water is required combinding bond water and gel water to hydrate cement. So 50*38/100 = 19 lit water minimum. But for concrete mix the w/c ratio is 45% hence for OPC it should be 27 lit/bag and for ppc it should be 25 lit/bag required.

Water requires= (45% of cement+25% of filling gel pores).

Water requires= (45%*50 + 25%*50) =35 kg/litre.

Maximum W/C Ratio = 0.7.

Minimum W/C Ratio = 0.2.

The result for maximum w/c ratio is 35 kg/bag.

I think as per IS Code maximum w/c ratio allowed is 0.5.

Generally, we use 35% water of cement.
Then 1 beg cement means 50 kg cement and 35% of 50 kg is 50*35/100= 17.5 kg should be maximum 21 kg water.

Then w/c is 21/50 = .42, Thus C is the correct answer.
