What would be the standard consistency to know good quality of cement?

But the consistency already looks for water weight. How to tally it?

P = w/c * 100.
Where, w = weight of water, c = weight of cement.
Where, w = weight of water, c = weight of cement.

No it is wrong.
The % of Water= wt of cement/wt of water *100.
The % of Water= wt of cement/wt of water *100.
