You need 1500 gm of water to make cement paste of 1875 gm i.e. you have 375 gm of cement. Hence, theoretically, NC of your Cement is 400%. Which is too much for any cement available in the market.

= 80%.
And hence the cement content must be 20%.

Water/cement ratio (or ratio of water per dry cement) = 1500/375 = 4.0.

Percentage of water = wt of cement/weight of water = (1875 - 1500)/[1500] * 100 = 25%.
