As per code, w/c ratio has not exceeded 1 so wt of water should be less than wt of cement.

1875-1500/1500 = 375 ÷ 1500=0.25 * 100 = 25%.

Just imagine 1875 nos of fruit in a box 1500 apple and 375 oranges.
Obiously, percentage of apple is high => 1500/1875x100 = 80% and for oranges 375/1875x100 = 20%.
Similarly, water should be 80% and cement is 20%.

Generally 25-30% but excess water affect on strength (decrease strength).
