Electroporation is one of the methods through which the plasma membrane of the E. Coli bacteria is made permeable by using agents like cacl, so that the plasmid can easily pass inside the cytoplasm.

I think the correct answer is that its the process by which polar molecules (DNA) is introduced into the cell through application of high voltage (which creates holes in the Plasma membrane).
