His regular speed reduce 54k/h to 45k/h.
So we have to find out the missing time from the regular speed.
The difference of the distance is 9kmh.
So missing time = (1* 9/54) * 60min.
= 10min.

Including stoppages (IS) - 45.
Formula: (ES - IS)/ ES.
=> (54 - 45)/54 = 9/54 = 1/6 hrs (or) 10 mins.
