His regular speed reduce 54k/h to 45k/h.
So we have to find out the missing time from the regular speed.
The difference of the distance is 9kmh.
So missing time = (1* 9/54) * 60min.
= 10min.

This can be done using allegations easily.

54 0
45
45 : 9

That is 5:1.

So, it should not travel for 1/6 of an hour that is 10 min.
