First we have to see what they asked. For how many minutes does the bus stop per hour. For that we have to consider the value 54 (exclude stoppages) ie. , if we consider the value 45 the bus has been already stopped so we are considering value 54.

Because 54km in 1 hour.

So 1 km in 1/54 hour.

So 9 km in 9* (1/54) *60 min (1 hour = 60 min).
