Simple is that you hav to calculate the wasted time=time taken by bus to cover 9kms).
In one min it covers 0.9 kms.
For 9kms-?min.
You get 10min.

For all those who got answer as 12.
12 min is the stoppage time for (60+12) min i.e 72 min. So, for 60 min. i.e 1 hr it would be 60* 12/72=10 min.

Formula: (ES - IS)/ ES.
=> (54 - 45)/54 = 9/54 = 1/6 hrs (or) 10 mins.

if ans 10mins, 54*60 = 45*(60+10) which is not correct
if ans 12 mins, 54*60 = 45*(60+12) which is correct
So ans is 12 mins, not 10 mins.

Excluding stoppages= (difference of speeds/excluding Stoppage) *60mins.
= (54-45/54) *60mins.
= (9/54) *60mins.
= (1/6) *60mins.
=10mins.
= (54-45/54) *60mins.
= (9/54) *60mins.

=10mins.
